Aspire 2000 is a plan to sustain long-term economic vitality by creating new jobs, unifying communications, enhancing public awareness regionally, creating partnerships to solve infrastructure issues, and strengthening relationships with the active and retired military population. The Downtown District Partnership, a group of leaders involved in the Central Business Improvement District and local government officials, was developed to address the devastation, caused by a tornado, of Clarksville's downtown historic district and promote the rebuilding of the downtown area. The School-Based Mentoring Program, Healthy Start, and Youth in Government programs were developed over the years in Clarksville to meet the health and development, child abuse prevention, citizenship, and leadership skills issues of the youth in the community.
