Volunteers with the City's Volunteer Citizen Observer Program (VCOPS) support the Police Department Technical Services Division by assisting at crime scenes, directing traffic, handling parking enforcement, manning the Mobile Command Post, and otherwise helping the city whenever and wherever they are needed. Project Makeover is a program comprised of synergistic efforts that started with a low-cost partnership with Keep Brevard (County) Beautiful and Brevard Correctional Institution, and has continued with City investment in mowing and new logo street name signs, building into a sustained program. The City of Palm Bay's dedication to their youth is comprehensive and committed and is demonstrated through various programs such as the Police Athletic League, the Juvenile Fire Setter program, Fire Safety House, School Resource Officers, Alcohol and Drug workshops, and Fire Education Programs.
